On August 14, Specter stated that he "will support [a] cloture vote," thereby ending a filibuster, on a "modified version" of EFCA. Senator Tom Harkin (D-IA) has been working with six Senators, including Specter, to draft compromise legislation. Reports indicate that this revised bill will not include card check but may mandate "shorter unionization campaigns, faster elections, and stiffer penalties on businesses that violate labor laws."
In addition, binding arbitration, which would be detrimental to employers, remains in the legislation. A recent article in the Washington Times discusses the negative effects of this provision.
EFCA, with or without compromises, is bad for business - especially during these challenging economic times. Rochester Business Alliance continues to oppose the bill and urges you to do the same. For more information on EFCA, please contact Chris Wiest or visit our EFCA Resources page.
